Lima DHS appears to only accept I-130 from residents of Peru.

Immediate Relative Immigrant Petitions (Form I-130):
The Lima office will accept and process Alien Relative Petitions for American citizens residing in Peru. American citizens who reside in the United States must file those petitions at the immigration office in the United States having jurisdiction over the petitioner's place of residence


If you first read the DCF Guide, you will find out how to contact them to find out what they consider 'resident' (it may not be what you think).
