This email is what I got from HCM Consulate office.
Question,
To Whom It May Concern:
I would like to know where do my fiancee need go to get all officialdocuments in Vietnamese translated to English that are acceptable toyour office, such as police certificate, birth certificate, and etc...?

Interesting information. Thanks for the post. This is something that DEFINITELY needs to be followed up on and see if someone else gets the same response.
Perhaps all who read this post should send a very similar email to the US Consulate in HCMC and ask the same question as menyoo. Lets see what kind of responses we get.

I had asked a similar question about a month or so ago, and I got a same response. You can look in the thread listed below. I don't recall reading anywhere in Huongs packet 3 about translation either.

Anh's packet specifically mentions the translation and what needs to be translated. She will have her police certificate on June 12, according to the local DOJ and she will then take it and the other documents to be translated.

Matt and everyone else going thru HCMC, did you read in packet 3 where they are requesting 1 orginal and 1 certified birth certificate???? I don't have my original, as I have lost it. I only have the one I ordered. I am also providing a notarized copy of my passport. When they ask for certified, does that mean notarized?

i have no idea. I am thinking the translation will make them certified for Anh. For me the birth certificate I got from my local town hall put a raised stamp on it. There is nothing else that I can provide to them.

On the instructions of the packet 3 Huong received, it is asking for One ORIGINAL and one CERTIFIED COPY of the birth certificate for the Petitioner, Beneficiary, and Child if applicable. I don't understand this at all. I understand for the translation, but not for the USC. I emailed them 2 weeks ago and I am waiting for their answer, and also about tthe effect of IMBRA on our petition.

In my Opion, I believe that for all foreign birth certificate (especially in vietnam) there is an original BC and there is a certified birth certificate (ban sao), which is not a photo copy of the original. If you have the original BC, you don't need the certified BC. You can simply photocopy the original. The consulate is asking for that most documents presented in dupilcate (one original and one photocopy.) But again I'm not there yet, those who already gone through this process, please help us out.
Even the email sent to me said that they don't need documents translated, I'll translate them and have them ready when the COs ask for. As you all know, the HCMC consulate is very tricky in how they conduct business. I believe that even if I print out the email, it'd not do anything to help my case.

I would advise everyone here to have the documents tranalted at the facility recommended by HCMC. Doing otherwise may just results in the unwanted Blue slip and then you will be depressed for God knows how long. IT IS NOT WORTH THE RISK!

I completely agree that the documents should be translated.
We will definitely do this AND at the specified place. However, I just thought it would be interesting if we all fired off the same question in an email to the HCMC Consulate and see what kind of responses we get.

Translation of all foreign documents will be required and a MUST at later states of your Journey. Yes, this office "HCM Consulate" may be no longer required translated documents, but this is only applied to HCM consulate office where they may have 100's of vietnamese staffs to verify the authenticity of the document in vietnamese. What will happen when those files/documents get to the States?
My suggestion: translate them all, certified them all, do you wanna take a chance?

Just a follow up to the translation necessity through the US Consulate in HCMC. Below is the email reply I just received from them:

Dear Mr. XXXXXXXXXXXX,
Please be informed that our office no longer requires any certified English translations of documents including police certificate, birth certificate, single status certificate……
By the way, please note that we received your fiancée's completed DS-230 Part I on May 5. For Fiancé(e) (K) cases the interview is usually scheduled approximately 3-4 months after we receive the form.

Looks like the same reply that menyoo also received. However, I'll take the advice of chuckandkim and get EVERYTHING translated just in case, and also for the AOS side of the process if/when that comes!
