It's listed in the USCIS web page $355 to file the I-130.
As far as processing time, it depends on the beneficiary's country. Some petitions can take 10 years, while others can take up to 20 years or so.

the I-130 fee is $355 and the timings depend on the benificiary countrry,mostly it takes more than 10 yrs for brother and sister if they r from India,Mexico,mainland China and philipines.
