first, Is your wife a united states citizen or a permanent resident..There are different times for each...But if you go to the top of the page and click on Processing Times, and then click on Vermont Service Centers...It will show you what they are currently working on

they are currently processing cases that were received around september of 2007...

so it will be a little wait... I am told this is one of two of the hardest parts... this is the first (waiting for NAO2) and the second is the AP...

I mailed my I-130 in on March the 29, 2008 and it was approved on July 16, 2008. That is even considering that they sent me RFE as well. I hope this helps. I know every case is different. I wish you two the best!
