My sister in maine is a USC citizen since 2005 can she file a petition for our 45 yr old sister? or does she has to petition our parents first?

She can file for the sister, no problem, but it will take a long time until she gets a visa, sisters over 21 are a low priority.

She can file for either one, it doesn't matter the order. Keep in mind that it may take over 10 years for the sister to get a visa. In the Phillippines I believe is 20 years.
