Jonathan and Rosa

I called the drivers license agency in my town and they told me my wife needed marriage license,
Passport, kansas bill with her name on it, and proof of my citizenship. They then told me I needed
to show my I-94. I told them my I-94 expires on July 13. Then I told them her k1 visa expires
in September. They said they have never seen I-94 and Visa that expired at different times and
just for me to come to the office so they can see it. They also said that after the visa expires
I will need to renew it, otherwise my license will expire. Does it matter when the I-94 expires?
Can she still get a learners permit even when the I-94 expires but before the K1 visa expires?
They told me that we need to get the learners 2 months before the visa and I94 expires.
Thoughts?
