From reading posts I think most tend to be guided by the USCIS filing instructions. However some have used staples....just as some havent used ACCO fasteners. I know this doesnt make anything clearer as to what you should actually do.....but here is the filing instructions for both NBC (which is where I-129F for spouse is filed) & the USCIS service centers.

From NBC (national benefits center) General instructions on filing.

Please refrain from using “ACCO” style fasteners and/or staples (However, it is ok to staple the fee to the top of the primary application package.)

From the USCIS general tips on filing at service centers.

6. In preparing your packet, please take note of the following:

Do not use binders or folders that cannot be easily disassembled.

Use ACCO fasteners to hold together thick or bulky applications or petitions. Two-hole punching the top of the material for easy placement in the file is appreciated.

The use of tabs assist in locating items listed as attachments. The tabs should be placed on the bottom and not the side for ease in filing.

Avoid using heavy-duty staples; instead use ACCO fasteners or heavy clips.

Avoid submitting originals unless specifically required (Forms I-94, Labor certifications, etc). Avoid submitting oversized documentation when possible.

I used this for the TSC: IPB Image

and I used these for NVC and Embassy: IPB Image

I don't know why the USCIS website refers to ACCO fastners--ACCO is a brand name. Its like saying all Petioners must wear Levi's pants, or something.

I noticed at the interview that all of our paperwork was still in the original fastners, so I suggest you use something strong and manegable. The two-hole punch fastners do make it easy to flip through the papers, and they expand to hold the extra papers etc. that you will add to the document packet.

Whether you use paper clips or 10d nails probably isn't going to matter. Just make sure everything is tabed at the bottom so the required documents can be easily located and that it won't going flying all over the place if dropped.

I would imagine that that's the brand of fastners the government used and it has become something like give me a Kleenex.
