I do think you are the petitioner, if so, then PCC is required by your husband. Your husband needs to go to near by police station and the passport office where his passport has been issued from, and tell them that he needs Police clearance certificate (PCC).
What you can do, is scan your Approval notification and NVC package (if you have got it by now that is) and let him take those as extra evidence.
I really am not sure how it works in Phillipines but the procedure is more or less easy in India.

In a nutshell: the Police Certificate is not optional, you need to send it in. But what document the applicant exactly has to send to NVC/Consulate for "Police Certificate"
can vary from country to country, since there are differences between countries about if such a document is even available, what sort of document they issue, how it can be obtained etc.
You can find country specific info about this document (and other Civil Documents) on the US Department of State website (see link below, and see more specific link below in the above mentioned thread, to section called "reciprocity by country" on this site).
So while your explanation is correct, Silent, it is countryspecific (nl for India) and does NOT apply to Shaman (since her country seems to be the Philippines).
In Loto's initial draft of NVC document, he mentioned specific info for his wife's country (also India), and in the newest version this has been changed in order to avoid any confusion. See the latest version in another thread on this forum.
