When I called NVC recording is telling Immigrant Visa Fee generated.....I spoke to operater and was told that it is not possible to pay online.
I then asked regarding Invoice Identification Number which he said is not yet activated and not possible to pay online. I have to send a Money Order to Saint Louis, MO.

Is there a trick how to obtain IIN ?

Try calling at different time, and keep calling, of what I have noticed you are much luckier at night hours (ETD) compared to calling at morning hours to get hold of your IIN.

Do call a few times and see how it goes, it will be much better to pay online rather than going the slower route.

I'd say you shouldn't have to asked for online payment system before taking IIN number and yes times does matter,

call after 4:00 pm eastern time.

The online payment system is a beta site that is being tested and has not been launched formally so it could be taken off-line at any time. There is a reason they discourage you from paying online. If you manage to get the IIN, good for you, but if you wanted to play it safe, you should send the payment via mail as instructed. Yes, unfortunately it takes a longer time for them to proces mailed payments.
