Why don't you ask your fiance to call USEM call center using VisaPoint. That should be the fastest way if the number you were calling kept you giving a busy tone.
are you calling from the USA?? If so call 1-888-877-9888
Using this number you will have to purchase a pin with a CC. No busy signal though...and you can use the pin for one more call after the first.
