Tony,
Form I-134 is not a requirement for a non-immigrant visa, including the K visas. (Neither is a sponsor, for that matter, if the visa applicant has sufficient financial resources of their own.) It's use is at the discretion of the consular officer who is processing the visa application.
I'm surprised, though, that a decision has been made in your case by someone who is probably not the person processing your application and who has not seen the other financial evidence that you plan to present. When the person who is processing your case does see the evidence they may accept it as sufficient or they may decide that an I-134 is required afterall.
