We live in Hoshiarpur district, but my wife told me the packet 3 says it came from Chennai. Does this mean she has to go there for her interview, or will it be transferred to Delhi??

Check out the appointment schedule list on the New Delhi consulate website to confirm you have been scheduled for a interview in this embassy and do write a email to them to confirm the same and also check for the reason the packet 3 came from Chennai. As per my knowledge that shouldn't be the case. Getting a written(email) confirmation from the New Delhi consulate and carrying it with you for the interview will be a good idea to avoid any issues.
