What are they doing over there, that I havenīt gotten approval of my petition.
The answer to your question is simple: NOTHING. You are not alone. Many people, including me, are suffering with the do-nothing VSC. I filed in January and I am yet to hear anything.
VSC recently went through a massive slow down. It is showing signs of life however -- so don't give up hope!

According to your timeline, in 2 weeks you can start inquiry officially. (VSC timeline said Nov 17...) You can involve your congressman.

You have been waiting long... i just hope and pray VSC will give you approval before the month ends. Your patience must be thinning but pls pls continue to stay strong.
