There are lots of people waiting since filing last spring...your situation is nothing new. But yes, you can file your N-400 90 days before your three year anniversary of your greencard.

I won't worry about this delay. You can keep extending your status (get a stamp) and file for citizenship. I intend to do the same in case we don't hear nothing for 5 more months and even if we do get the 10-year greencard. I think of this 10-year greencard as a $500 fee to be paid for the third year of residency and nothing more. Good Luck

Looks like they do Aug/Sep direct filers and May/June transfers from TSC. Till end of March they have been working on both piles. Now, looks like CIS is working on old TSC and not touching direct VSC filers. I hope they hire more people.
