I believe you will need the NVC case number assigned before you can do anything with the Embassy.
In most cases Packet 3 needs to have been sent out.

Yes, Only your I-129F needs to be approved, But in the California Service Center, they have been approving them both at the same time.
And yes, the K3's seem to be approved faster than stand alone I-130's
