Getting a tourist visa in Brasil is not easy at all, it requires very strong ties, If you have your own house and dont rent that is a great thing because that shows strong ties, a nice amount in your bank account helps too. Letters from his employers stating how long he has been working there and that his position is a much needed one and that his job will still be there when he comes back after a couple of weeks vacation will help too. Its all about being able to prove that he will not stay in america and since you are american and he is your husband you will need to really prove those strong ties. I have known of people that are very well off in Brasil that were not able to get their tourist visa. It happens but like i said their requirements are stern, and as far as I know as long as you can show that you have been in Brasil for 6 months that is good enough to start DCF filing, double check with the embassy but I dont think you have to wait an additional 6 months of being a resident.
