Why did they change the name INS to USCIS ??? Did that help out the application processing speed ???
INS was a part of the Department of Justice and ceased in 2003. Many of the functions transferred to the newly created BCIS under the Department of Homeland Security. BCIS subsequently changed its name to the USCIS.

That answers the first part of my question What about second part ??? Did they become better or worse in application processing speed ???

That answers the first part of my question What about second part ??? Did they become better or worse in application processing speed ???Yes and no... I-130's believe it or not, are being processed (for the most part) quicker, which is causing the K-3 to become more and more obsolete.
