My lawyer just received the fee bills and send those over to me. They do not have an IIN number or instructions on them so I called the NVC and they said I cannot pay these online. She said this system was not available any more. Does anyone know about this?

Yes there has been several posts about this recently. The online payment system was a test system. I suspect NVC will bring it back on-line in the future.

I just logged on and it was working. I know it was down for servicing this morning, but it seems fine now. I´d call again and ask for your Invoice Identification Number (don´t mention paying online, just ask for the number).
