ok is there any way i can prove income other than my fed. tax returns? is paycheck stubs and bank statements enough?

Pay stubs are evidence of income but if the Consular Officer insists on a tax return, only complete returns with W2's and 1099's etc. or tax transcripts will satisfy the request.

If you filed, you can get transcripts. If you haven't filed, you'll need to provide a statement citing the IRS regulation that exempted you from filing.

What if he has an agreement with IRS indicating that he's paying for back taxes same time with new taxes.? Is that fine? And he can show current pay stubs and W2..God bless

Anybody with an agreement to pay back taxes to the IRS, has tax returns filed even if the IRS filed them in behalf of the taxpayer. So transcipts would be available in this case. How much you owe in back taxes is not a concern in the visa process.
