A lot of states require that you have a SSN to get a driver's licence. So, you can apply for your SSN two weeks after your arrival in the U.S. (it takes 2 weeks for you to show up in the SAVE system).
I believe you can register for college as soon as you want, but as a "non-resident" you will have to pay very high tuition costs (almost 3 times higher than a resident). So, you may want to wait until you have met the residency requirements and then attend college.
