In VJ for my case when i check in my timeline it says till sept my case will be finalized.. how far this time line work... how long it takes if everything goes well.

The estimate addresses only the petition approval by the USCIS service center and is based on the average of current reported data her on VJ.

Kinda but your sentence structure isn't all that clear. It could be interpreted as including all you mentioned. We have a lot of ESL readers.
the VJ timeline is a little distorted because of people who start to fill it but don't finish, and by people who type their informations incorrectly, but for most cases I guess it's acurate enough
