I can only guess that he would then point out in the form that she has taken the first dose and she can complete the rest (3 doses in total) once she is adjusting her status.

All of my husband's vaccines were free except for varicella because he has never had chicken pox (that was R$180).
I'd say that if the vaccine does NOT need to be taken to come into the U.S. and it can be cheaper here (assume she may not have insurance here) then it can probably wait. The best thing to do is listen to the doctor. That's what we did - called the doctor before the medical exam and asked what a 23-yr-old man would need as far as vaccines.
