Yes, you mail the package to the Texas Service Center.
2) Is there a specific way they want to package (paper clips, hole punch, binder) ?
Their preferred method, if you can do it, is 2 hole punched at the top, tabs at the bottom and placed in an ACCO fastener with the I-751 application on top and everything else afterwards. If you don't have an ACCO fastener, you can use paper clips and/or binder clips at the top. Again, put any tabs at the bottom.
3) Total cost is $545.00 including biometrics
Correct. If you use a personal cheque you will be able to determine when your cheque is cashed and know the approximate receipt date for your application. TSC isn't sending out the NOA extension letters so you won't have any other acknowledgement until you get the biometrics appointment letter. If your current green card is close to expiring you may wish to get the I-551 stamp in your passport. You can bring your proof of mailing/receipt to your local USCIS office and they should do that with no problem. You just need to make an INFOPASS appointment.

Good luck:-). Make sure you send it by a way in which it can be tracked, perhaps even have a return receipt so you have the name and date of its arrival.
