I have a quick question, I'm a GC holder and I'd really like my mom to visit me with a tourist visa this Summer, I know B2 visas are almost impossible to get in Peru even if you have everything they ask so I heard about people contacting Congressmen, how that works? Does anyone know any Congressman that really helped?

It is not impossible for your Mom to get a tourist visa. She does have to show ties to the country that she will return. Examples are, owning her own house or condo, being married, bank account, does she work, does she have parents that are still alive that she perhaps needs to care for at times.
My wifes mother got a tourist visa last year with no problem. She owns her own condo, has money in the bank, has 2 elderly parents. She is not married and does not work. They gave her the visa for 1 year.
Contacting your congressman for a tourist visa isn't going to help any
