Do I need to add any clarification for the documnets that are not available in my country (Ex: Military record)?

I am gathering documents for DS-230 and noticed some of the VJ members got RFE for not adding justification for unavailable civil documnets. I will really appreciate any suggestion to avoid such RFE.

That is exactly what I wrote about earlier today. The second time I called, I was told to write a letter. I would definitely call the NVC before you send your DS-230. The military records are not available in Peru and I sent the requested Military Police Certificate. I received the RFE. God luck on your journey.
