I am planning to call NVC today for IIN. But I am not sure if I (petitioner) should call them or have my spouse (Beneficiary) call them. We sent DS-3032 already but they have not accepted it yet. So, technically they can not provide me the IIN. Does it matter?

I found a post where a VJ member received their IIN from the NVC via e-mail. You can find the post

Dear Sir or Madam,
My name is NAME. I am the agent and the husband of WIFE'S NAME. The Immigration Visa Bill for our case has been generated on XX/XX/2008. I would like to know the Invoice Identification Number for our case so I can pay the Immigration Visa Bill online.
