I am not sure what to do I have a child that is 6 months old in PI I want to bring her to the US. If I go and make her a USC can her mother follow her here without us being married.

A minor terminology point, but perhaps significant. You don't make your child a US Citizen. The law says that your child has always been a US Citizen since birth, assuming you are a US Citizen and you've spent at least five years inside the US, at least two of those years being after you turned 14 years old.

What you need to do is obtain documentation of the fact that your child has always been a US Citizen since birth.

A consular report of birth abroad is the thing you're looking for. dreamingofyou has given you the link to the right info.

Getting a passport, certificate of citizenship, or consular report of birth abroad for your child does nothing for the child's mother, at least not today.

If she wants to come to the US, she'll have to go through the normal marriage-based visa process.

There are two ways the child helps, but only a little. First, she provides evidence of the bona fide nature of your relationship, which may help in getting a marriage-based visa. Second, after the child turns 21, the US Citizen child may choose to file an immigration petition for her mother, eventually getting a green card for the mother. This assumes the laws don't change significantly in the meantime. Obviously, that's a much longer route to a green card than if you file for a visa for her today.
