What don't you understand about the end of September? The end of September, 2008 means Sept 30, 2008. They just use the phrase "end of September" because the whole thing is a rough estimate. They might collect statistics any time during the last two weeks of September.
The numbers they publish are saying that, during the last week of September, 2008, they expect to be issuing naturalizations to people who filed X months prior, where X is the number on the projection for the particular office.
You filed at New York. The number for New York is 10.1. So by the end of September, 2008, they expect to be issuing naturalizations to people who filed 10.1 months earlier, in other words, people who filed near the end of November, 2007. That sounds like it's around the time you filed.
As always, individual cases will vary, sometimes a lot. The USCIS hasn't typically issued projections like this in the past, so it's hard to say whether those projections are optimistic or pessimistic.
