What does the green-card show as date that residency status was approved? You can apply for citizenship at 3 years of that date. And yes you file I-751 within 90 days before the CR-card's expiration date.
Note there are residency requirements, and have to be married to a US citizen for the 3 years in order to file for citizenship at 3 years.
