This depends on USCIS sending the I-130 petition on to NVC for counselor processing, lately USCIS will hold the I-130 assuming that the K-3 will adjust status in the USA. READ:

If you do this you can either just not use the K-3 and wait for the CR-1 interview in foreign country, or travel to USA using K-3, and then have to return home to foreign country to interview for CR-1.
OR you can just travel to USA on K-3 and then file I-485 and adjust status here.
CR-1 interview is not much different than K-3, Medical requirements may be different, CR-1 needs vaccinations, where K-Visas for most consulates do not, K-Visas need vaccinations for adjustment of status later in the USA.
