The NVC first sends the beneficiary the DS-3032 choice of agent form. They also send the petitioner a copy of this form for their records. You can e-mail the NVC your choice of agent as soon as the automated system says the DS-3032 has been generated. See the
DS-3032 email form on the Wiki. This will save a considerable amount of time. Making the US citizen the agent means that they will receive all future paperwork from the NVC. You should as soon as possible prepare and send all the forms and supporting documentation to the US citizen so that they will have them ready when the NVC requests them. Some of these things can take a lot of time to procure, i.e. a police certificate/letter of conduct. Read
