If they ask why, say that you know the online system IS NOT up yet, you just want to have it so that when it is ready that you'll be ready for it. You may or may not get it. Depends on who you talk to. With all the people who have had problems with the online system calling up the NVC and telling them they've been getting in and having a problem, I wouldn't be surprised if they sent out a memo to all the operators telling them NOT to give out anyone's IIN anymore.
Thanks for that message. I'll be out of the country until June 1, so I was just hoping to be able to pay online asap so as to not hold the case up for a whole month. If it is generated before I leave, I'll be trying to get the IIN from someone. Maybe I'll get someone with a nicer attitude next time. It's a gamble!
