Sorry I am confused too now.
Does the US SPOUSE need to file his/her Birth Certificate at any point in the process? When filing I-130/I-129F? At interview at the embassy? When doing AOS?
I understand that the NON-US citizen needs his/her at the time of the interview. Not sure about the US Citizen's. I was wondering that too.
Perhaps copy of US passport and if he is a naturalized citizen, copy of naturalization certificate are enough? Only difference is that the BC should have parents' name too.. But what in case your BC name does not fully match your passport name, for example because of a foreign alphabet discrepancy??

If you are the beneficiary, then yes, you might as well send your BC. A lot of people received RFE for that one. Believe it or not, I even sent a CENOMAR as a proof that I am capable and free to marry my then fiance.
