Sorry to confuse you! But, NVC mails the interview letter. Since, consulates in India have switched to appointment processing.
In our case, both my spouse(beneficiary) and myself received interview letter from NVC.

If your embassy is an appotiment post then the NVC does...the NVC is mailing mine out becuase El salvador uses the NVC as an appoitment post
