Actually that's exactly what the larger vendors do--they coordinate with local flower shops. Flamingo is one of the largest, and they work with shops in almost every major city in Russia. Possibly Ukraine too, I don't know. The way the guy at Flamingo explained it to me is that every shop they work with has a book to work from. So if you order the "My heart belongs to you" (made up name) flower basket, they flip over to that page and assemble a basket that resembles the picture as closely as possible. "It's Russia," so I'm sure quality and accuracy vary from shop to shop, but that's how they do it.
