Do I really need to give my husband a letter stating that he needs a police certificate for his petition in order for them to give it to him? I would like him to get the police certificate as soon as possible but when i looked at the travel.state.gov website it says for Jamaica you need a letter listing that a police certificate is required. How should i get that or can i just copy and paste the requirements for the DS230 application and mail that to him....

No, you do not need a letter. They did ask him what it was for and he told them it was for immigration purposes. My fiance did this a few weeks ago and all he had was his passport and to passport pictures. Someone here maybe able to tell you more. I"ll try and find my directions. But all my fiance did was get up early went to Kingston, paid the fee and had the fingerprints done. It didn't even take him an hour (if you go early). He retuned 3 days letter to pick it up. We paid extra to get it in 3 days.

It's on Oxford street where you have to go get the police record.

You do not need anything except your passport, 2 passport pictures, and the fee.

It's good for a year. I'd say go get it when you receive notice of NOA2.
