My packet is getting returned from the NVC for unknown reason still, but my question is:

If I speak to an operator and I found out eactly what is still needed, can I send in the information before I receive the returned packet from them? Or must it all be returned together?

I had this situation, and the operator told me no, to wait for the packet.
She said it had a cover sheet that needed to be returned with the information to improve processing speed.

I dont know if this is truth, or only the words they are required to say, but I had to wait.
