The instructions that came with Packet 3 are unclear in addition to the instructions on the German Embassy Website.

It indicates to send the DS-230-I promptly/immediately. But then indicates to also send back DS-156, DS-156K and DS-157 so they can begin administrative processing of the application. However, you are not to sign DS-156 and DS-156K as it is required to do that in front of a consular officer.

Then it mentions later also needing to return the document checklist (just the checklist, not the supporting documents) to the consulate as well.

Sorry if it's a dumb question, but what forms are you supposed to return from Packet 3 to move forward? I can't seem to find a clear & final answer ...

Fill out the DS-230 (Part I) - Send it in.
Fill out the DS-156, DS-156K, but do not sign it. Send it in.
Make sure you have all documents listed on DOCUMENT CHECK LIST and send them in - with the DOCUMENT CHECK LIST.
