Try using a proxy server (or VPN if you have access to one) and see if it opens.. I have this problem sometimes opening my swedish bank site from the u.s. Opens fine when i use proxy server from sweden.

i'm in the Philippines and have no problem opening VJ (i do have problem with my connection from time to time but not with VJ). Maybe VJ have been accidentally blocked on her browser?
I had a different technical problem earlier. I lost 3 of my tool bar folder (im using firefox by the way) and I can't recall ever deleting it. Well, it is a good thing there is backup folder stashed somewhere on my hard disc so I was able to recover it.
I wish I know how to fix her problem... I hope there will be a more techy person here who could help out.
Good luck to you both.

the most basic thing to do also is to reset her computer (or the browser window to be specific)... in the EI window, on the left side, you can see a "tool" icon. just click on that: tool> internet options> security> reset all zones to default level> apply
if it doesnt work, ive got another options but that just the easiest way to do it...
firefox is good but im not used to it... although its what im using when i work (preferred by the company), coz they say its easier but i personally know that firefox has a lesser security level and that somebody could easily access your info like if your using your credit card account in firefox to make some transactions, even if they're not using your comp, they can still access your account. weird but they can do it... (just what ive heard in some of the people who're using it, and some reviews)
im using safari now (on mac) but im a fan on EI lol, still using it from time to time
