We have received the paperwork from NVC, and my permanent address in the states has changed.

Who do I contact, USCIS or NVC with the change of address? Is there a fast way or better way to do it?

Thanks,
Erin

p.s. When filling out the DS-230 Part II, is my fiance (german citizen) considered the petitioner or me - the US Citizen.

I wasn't sure if he was now 'petitioning' for himself, of if I was still the petitioner.

We were in a similar situation-I moved while my husband's case was at the NVC. I just emailed the NVC with an updated address and it was no problem. I didn't inform USCIS.

Just contact NVC by emailing. They should take care of it. There is no need to contact USCIS. As the US Citizen, you are the petitioner throughout the process. He is the beneficiary and visa applicant.

You could also call NVC and they can correct it over the phone.
coolgt
contact NVC for address change. ds230 for people immigrate to the US. USC have nothing to do with it
although if you are the agent per ds3032 you have to send all require paper works back to NVC.
and your spouse/fiance have to fill them or gather them and send it to you
