The IV Bill only applies to CR1/IR1 visas for cases being processed by they NVC after the I-130 has been approved by the USCIS. You filed for a K3 visa, so the NVC should not send you the IV Bill.
I just don't understand why you would send an AOS with your I-130/I-129F when it was not needed.
