Hello, Im trying to help a friend on finding the right applications and requirments for her mom. Her mom's sister is a US citizen and wants to make her sister ( My friends mom) a permanent resident, She has a H1 Visa, and she leaves is in USA now, but wants to her sister to make her a permanent resident!

If that is the case, she needs to be aware that the wait time is forever and a day, more that 10 years in some cases. The form to file would have to be I-130.
