I have to write a letter to the embassy explaining why I do not have tax forms for all of the three most recent tax years. How should I word it?

For DCF the petitioner MUST provide I-864. I-864 requires 2 things (IRS return for past year, or a letter explaining how you were EXEMPT from filing, AND US Citizen needs to prove that they maintained US Domicile while living abroad)

US Citizens may be exempt from paying tax on foreign income, but they are NOT exempt from filing returns unless income is below a set figure determined by IRS.

Many DCF filers use a joint sponsor.

Why is it you do not have tax returns? Is it because you did not meet the minimum income requirement to file? If so write as such

I would just write a statement saying.

I, your name, did not file taxes for the year(s) because give explaination here.
