Can I apply for a PC w/o packet 3? If yes, what steps are involved and how do I go about it? I am still awaiting packet 3 from Mumbai. Also, can I get the medicals done now? Are we given enough time between packet 3 and 4?

ANyone going thru' the embassy in Mumbai, please advice. Thanks in advance.

Do you mean Police clearance certificates.... its PCC.... you can appply for those... dont even wait ..... and as of the medicals... you get enough time.... you can do medical after you get interview letter... Breach Candy Hospital is very easy to do .

The medical check up can NOT be done without Appointment Letter in hand (as Jigi pointed out in 2nd response). So, you will have to wait for that. My sister went through medical in Ahmedabad this week - and it was very easy. Normally, one can get appointment on short notice (e.g., 3 days in their case). So, don't worry about that. You will have plenty of time. I can understand you, as I was also anxious if we can get medical done quickly, but had to wait.
