Sorry to hear about Zandy's misfortune. You already got a ton of adise above, a couple points to think about:
1. Postal id takes a MOST 2 days. Cost is minimal less than $20USD total, including necessary photos and photocopies. In some baranguys ("municipalities") it is even less.
2. It's good her passport
wasnt stolen. To do a renewal, she, pragmatically, should have the following:
- NBI Clearance
- Authenticated NSO Birth Certificate
- Postal ID
- Passport Photos (Keep in mind that the passport photo specs have recently changed - a ROYAL BLUE background is now required - not WHITE.
- Prior (expired or unexpired (doesn't matter) Passport.
- and since this is the Philippines (hehehe) photocopies of all the above. (they LOVE photocopies here!!!)
3. You can go in person if you like waiting in lines, but based on where you are with the visa journey, you also could do this via the official DFA service agent, Pilipinas Teleserve:
http://www.passport.com.ph/app/index/ (personal appearance still required, but with this process it is appoinment based - no day long line waiting and managed by the service Agent. We used this service for a renewal. Time was 10 days, cost 1200 pesos (plus cost of photos).

She doesn't have her expired Passport. It's with some family and they can't locate the box.
She has her NBI and will have her birth certificate on monday or tuesday.. She told me she apply for her postal ID on monday I guess.
I think she will have all that is listed below except of the expired passport..
1. NBI
2. Birth certificate
3. Postal ID
4. Passport photos
5. Previous employment ID
6. Police certificate (get on monday)
but no expired passport..
She says she is worried about her school transcript which she will try and get next week but it may take a while.. She thinks they will ask for this since she has little ID.
It will be sad that I could make out appointment on monday for her interview.. but can't because we don't even know what she will even have to do for her passport.. and it's my understanding she has to have for the medical at St. Lukes.
I have the cash and the paperwork on my end and the US Government is doing their part.. but for her to be delayed because so some thief.. will be very sad.
