My mother-in-law was denied a visitor's visa in Chile.

Can I apply for her to be an immigrant as an immediate relative of mine? Does an in-law count as a parent/immediate relative?

My wife is not a citizen yet. Do we have to wait until she is a citizen to start an immigrant application?

NO, US citizen can only file for their biological parents, they cannot file for in-laws. The green-card holder needs to naturalize first and then the new citizen can file for their parents.

Also parent wont be F1, they will be immediate relative and handled under the unlimited visa class, so no waiting for a visa number.
