Please read the difference between packet 3 and 4 below. . When I received my packet, that was september of 2006, it contained instuctions and appointment dates. They called it packet 4. Perhaps they sent the packet 4 to your fiancee, as they don't send packet 3 anymore.

Hello just got off the phone with DOS asking about the appointment issue (they have no clue) had to inform her and she went to the USEM website to read it. But as we talked she said the Packet 3 was sent out yesterday to my fiancée, I thought they only send out packet 4 in the Philippines. I'm I wrong do they send out packet 3? And yes I have read the Manila Embassy K-1 visa guide. Thanks in advance for reply.
