I-130 is for IR(CR)-1 visa and is a required if you want a spousal visa.
I-129F is for K-3 visa and is optional... you do not need to file this petition if you choose not to.

Some people file the I-129F after the I-130 because for some consulates it is faster.

I applied for I-130 and once receive NOA1 then applied for I-129F, later when I called Immigration Officer she told me that I didn't need to submit I-129F anymore

if you applied for IR-1 you need to send I-130 package, but if you applied for k-3 you need to send I-130 first then wait to receive the NOA1,after that send the I-129f package including a copy of NOA1.( some people send both 130 and 129f at the same time, i dont know about this )
according to your profile you are filing for k-3. may be the immigration officer misunderstood you.

The rules have changed, if you want to get a K3 visa I-129 you submit it with the I-130 at no extra charge.

K3 is a nonimmigrant visa and sometimes faster but it depends on the consulate. You need to call your consulate and ask the processing time differences beween a non immigrant and an immigrant visa. Then you can decide if the K3 visa is enough faster to justify having to file for AOS once you are in the US and the extra money.

what the diffrenet between k3 and IR-1 i know k3 it's i-130 right ? and my wife called USCIS and she ask about everything and them say we can applay i-130 only we dont need both ... this is right or what ?

This is the most important difference IMO...

With the K3 you must apply for EAD (work permit) before you can work. You must apply for AOS (adjustment of status) to get the GC (green card).

With the CR-1 you will get the GC shortly after coming into the country and therefore will be able to work without waiting.

Go for the CR-1.
