I was able to book and have my medical appointment before packet 3 came to me, because the doctor I went to didn't require anything from said packet.
I had booked my appointment a month in advance (at the time, TSC was processing things in 2-3 months) because I wasn't sure how fast his schedule booked up and I wanted to make sure I had a time slot close to when I thought the I-129f would get approved. The receptionist gave me a list of things to bring, but nothing from packet 3. I was ready to call them back if it looked like I wasn't close to approval, but a week before the medical my petition was at NVC, so I took a copy of the notice (which had my Montreal case #) with me -- turns out I got packet 3 a couple of days after the medical.
Check with the doctor where you plan on having the medical -- they will tell you what you need to bring.
