i read on here that the consulate in ho chi minh city vn are asking for a single certificate now? in the packet 4 (or whatever its called it) it did not mention anything about this? so do i need it? and where can i get one in texas? my fiance has her interview in 2weeks and i'm so freaking out already!

I don't understand what is going on either. Thi's Packet 4 didn't include it either but she was asked for it at her interview on February 27, 2008. Someone had posted a Packet 4 contents from a few months ago. In that one it was listed as needed. But the ones since the first of the year that I'm aware of like Thi's didn't include it. Neither did it include the correct price for the MRV ($131) or medical exams ($100 per adult). The Single Certificate is gotten from the local authorites in Vietnam according to the old Packet 4 letter. Thi got hers from W.A.R. in Saigon (HCMC). She says the fee is 3,000VND but she paid the man there 10,000VND. She was given a form that she filled out and came back 5 days later to pick up her Single Certificate. Your fiance should know where to get it, if not the Consulate "should" be able to tell her where to go in her local area.
If Thi hadn't been talking to Hoa (GuyandHoa) about her interview, she would have gone to the interview without it. You also need to have 5 passport photos, not four. The Consulate wants a current passport photo attached to the photocopy of your fiancee's Vietnamese passport in addition to the 4 asked for in the letter. Thi didn't have one on her photocopy of her passport and the woman who was inspecting/accepting her documents before her interview at the Consulate wasn't happy that she didn't have it but that didn't stop her from getting a pink. Not having the Single Certificate may not make a difference either since it's not listed in the letter but just to be safe, you should have one if they ask for it.

Peter is so right!
Not having a SC does not break or make your case, but now you know. So go get one!
However, not having Passport photos and SC could minorly delay your visa to get in your passport

Over prepare for the interview so when you get the blue/green slip, it will drive you crazy why you didn't think of it!!!! J/K just get the SC and be done!

hehe this whole time i thought i needed the sing cert! i was up all night trying to figure out where the hell i could get one. i just called the fiance to let her know. she said she will call her dad tonight and ask him to get one for her. btw what is the name of the cert in vietnamese? heheh
my fiance got her passport like 3months ago so at least thats taken care of already. I also told her she needs 5phot instead of 4.
anyways thanks for the help, i feel less stress now.

I wasn't sure if I needed a single cert either. so to be safe, I went to the county I live in and they printed me a certified copy. It is only for the county I live in. It doesn't cover the state or country. I probably don't need it but I have it just in case. I plan on being in Vietnam for the interview so i am bringing everything I can think of.

Well, my wife is from Thailand, but it is the same situation as what is happening in Viet Nam. We went to the interview without as 'singles cert' for my wife. It was never asked for in packet 3 or 4. However, at the interview, they asked for it and we didn't have...cuz we had never heard of it.
To make the story short, we did not receive the visa that day because we didn't have it. In my timeline you'll see that we were missing one document at the interview...and that was the document. We had the interview in Bangkok, but my wife had to get the single's certificate from her hometown of Chiang Mai. So, we had to go back to her hometown, and then we just took our time before finally going back to Bangkok to turn it in. Once we turned it in, they gave us the visa the same day.
So, for safety's sake and to reduce anxiety, I would get one.
Now, in the Thai packet 3 & 4, they have been updated and now reference that this is a requirement...which is sounds is exactly what is happening in neighboring Viet Nam also...

It called "Chung Nhan Doc Than" "CERITIFICATE OF MARITAL STATUS". My fiance just got it from local police's station (it took 5 minutes). She then took to "So Tu Phap TP. Ho Chi Minh" Head Quarter and translated to English (5 days).
For Petitioner, I don't think it requires (only Beneficiary). Someone correct me if I'm wrong. Or you can get at US Consulate 25 or 30 bucks (10 minutes wait, my friend did it last year).

Thi didn't have a translated copy of her Single Certificate so I don't think it matters, just have one....... I think the USCIS wants translated documents, HCMC Consulate has many Vietnamese working there and many of the US officiers also speak Vietnamese from what I've read on posts. Also the Packet 3 and 4 letters didn't say translations were required but then it doesnt say you needed the Single Certificate either......
Thi didn't know if her American CO at her interview spoke or not as there was a Vietnamse translator who immediatedly translated the English questions into Vietnamese and she answered all the questions in English.

we need more evidence and a notorize statement of how we met? evidence is no problem, but im just worried about the statement. do u guys think i can write the same thing i wrote for the I129f question 18? and do i have to sign it? if there is an example on the forum can u guys link me

I don't understand why you need a notarized statement of how you meet. If the USCIS approved your petition with your statement of how you met, then the Consulate should accept it. There must be something about how you met that the Consulate thinks is fishy or incomplete.
What evidence did your fiancee have at the interview? When Thi had her interview I did see many women with little evidence and many of them left with a blue slip. You should contact the Consulate to ask them to explain better what they are asking for. Make sure to talk to an American CO (the American who interviewed her would be best), the Vietnamese staff with probably try to give you a stock answer that won't help much.
Also you could read my Consulate review of Thi's interview. Also in the Wiki I have started an article about I-129f visas thru the HCMC Consulate. You could find some ideas that may help you there.

did your fiance have to submite a formal statement of how u guys met? i remember my cousin had too but she was a k3 and since mine was a k1 i didn't think i needed one. my fiance submited email/pics/phone records at the interview. the co wants evidence of a relationship the first time we met? but the only thing is the first time i met her was by coincident and at that time i didn't think anything of it. she was just a friend of my cousin. so right now i don't know what to do. arggggggggggggggggggggggggggggggggggggggggggggggg.
how do i contact the CO who interview my fiance? do i just call the consulate and ask? i'm so confused/mad right now

I don't know why but the quick edit and complete editor of the board isn't working with Netscape so I reposted my answer with the edits. Sorry if it confuses anyone.
Thi didn't have to submit a notarized statement of how we met. Our I-129f petition made it pretty clear since I had plane tickets to Vietnam to meet her, we got engaged during our first meeting, etc. I included lots of evidence with I-129f showing our first meeting as well as our on going relationship. Our I-129f petition weighed 3 lbs 4 oz.
Since you met by concident, you need to try to get your cousin and anyone else who may have been at your first meeting to write statements in support of your statement. You need to be as clear as possible about how it came about and why you both decided to pursue a relationship. For example, did you start to date right away or was it several months before you had a date? If you didn't include those things in your original I-129f, the CO may be curious why you and your fiancee are together. Unforunately, HCMC Consulate is very suspect of Vietnamese Americans having Vietnamese fiancees when relatives have anything to do with meeting. At least that's what I sense from the posts I've seen here.
Just pick up the phone and call. They may not tell you who interviewed your fiancee, so you should ask her if she remembers his/her name, or anyway to describe them so you can ask to speak to the same CO. Be polite but firm with the Vietnamese staff so they understand how important it is to talk to an American CO.

talk to fiance this morning and she said out of the 10ppl from her group(the 10ppl who was assign to her window), everybody except 1 got the blue slip. that 1person who actually got a pink, it was her 3time interviewing. so the fiance doesn't feel too bad that she got the blue slip now
mail required documents today to the fiance. hopefully it will be enough to get the pink!
also emailed my lawyer today and she advise if things get even more bad(ie another blue or green) then since i'm going to vietnam in may to get married anyways. I should think about doing a k3 visa? I emaild her asking if i really can do that but haven't receive a response yet. so if i do do that, how would that work? like in may after the wedding apply for a k3? i'm so confused. anyhelp would be awesome

I wouldn't get marriage with a marriage certificate in Vietnam now that you have a K1 visa at the interview stage. It would void the K1 visa if she got her visa with what you sent in even after adminstrative review. It's more important that you get her the evidence that the Consualte asked for so she gets her visa now. If you tried to use the K1 visa after you are legally married, you will make a big mess of things. You and your fiance(e) now wife could be barred from ever coming to the US or find yourself in immigratation court with her maybe getting deported.
If you get married legally in Vietnam, you have to first get permission from the Vietnamese Government, that will take some time. WideAwakeIntheUSA recently did that so he can tell you more about how long that takes. I don't know if you can get all the necessary paperwork done in time for May. Once you are marriage, you then have to start the K-130 process from the beginning. That'll take another 8-10 months. You still have to meet the same requirements for the most part, ie if they don't believe the relationship is real, you still will be denied. Getting married doesn't prove your relationship is real to the Consulate.
The evidence you sent, does it cover everything possible the Consulate could object to? I mentioned several things, I thought would be good to have to support your case in my previous post. The HCMC Consulate operates more like your guility not innocent of fraud so you have to prove to them you're legit.

Yes, you can write the same thing as you wrote on #18. This time write as many details as you can, same story but more details; they want as many details as possible. For me, I only wrote one paragraph on #18 when I first submitted I-129F, then I got a BLUE asking for timeline. I then wrote 2 pages - typed and 5 pages - hand-written, both were notarized and turned in to CO. CO OK'ed it and PINK slip

So ultimately did both of you have to provide a single certificate or just the beneficiary? We're preparing for our interview as well ...

Only the Beneficiary needs a single certificate. It would be interesting to know when you got your Packet 3, did it say you need a single certificate? Thi's Packet 3 didn't mention requiring one. But they wanted it at the interview.

my fiancee said at the interview the CO didn't even ask/look at her single cert? Also I would prepare a relationship statement too just in case...

Sorry for the delay in getting an answer. Yesterday happened to be my birthday, so I forgot to ask her while we on the phone. I'll try to get an answer asap.

I spoke with my fiancee and she said that they did not mention a Single Certification with her packet 3.

That follows our experience, that the Packet 3 didn't mention it. However they did ask for it at Thi's interview. It doesn't hurt to include it and it may keep you from getting a blue slip.
